The Rogues

In the years following the failed nuclear explosion of Gotham City, the League of Shadows barely existed, infighting causing the League to splinter and almost fall apart all together. However, Damian's been hearing rumors of a new Ra's Al Ghul taking control of the League and working to restore it to its former glory, and unlike all the similar rumors previously, this seemed to be proving true. Both Blake and Damian have been hearing rumors about how the League is regaining strength, and it worries both of them. Damian made the league a top priority and after weeks of searching came up with a single name "Nyssa Raatko." So far he's been unable to come up with anything surrounding the enigmatic new Demon's Head, but he's been keeping a lot of tabs on this one. Neither Blake nor Damian want another catastrophe of 10 years ago.
Victor Fries
Wayne Enterprises, under the control of Lucius Fox, briefly created cyrogenics department to research various forms of healthy, energy-saving, and green ways to preserve food. It was scrapped when they learned its head, Victor Fries, was embezzling its funds to fund his own project--trying to create immortality through cryosleep. When it was discovered, he was left with nothing, because even his beloved wife Nora left him. Filled with anger he vowed revenge on everyone that wronged him. He broke into his old lab and stole a freeze-gun (originally created to flash freeze foods to preserve flavor naturally and his one creation towards the actual project to deflect the true source of where the Wayne money was going). His first person he sought revenge on was Nora. She tried to call the police, but that caused Fries to panic and wound up completely freezing her, head to toe. Distraught but now filled with anger, he went after the board members, only to be stopped by Batman. In prison he's devoted his life to finding a way to properly thaw Nora, who to this day is still frozen.
Deadshot: Floyd Norton
Floyd was a bored, wealthy Gotham socialite who hated everything and everyone around him. He knew he had dark impulses that only let out towards animals until he heard of the League of Shadows. He immediately left Gotham for the League, where he was trained to be an expert shot. Floyd was actually present in Gotham during the occupation, but avoided capture with the rest of the League by simply changing into a business suit and claiming to be another wealthy Gothamite hiding from the craziness outside. As he was well known, no one thought twice. Afterwards, he cut all ties with the League and became a professional hitman under the name of Deadshot. The last few years he's found himself back in Gotham several times, each time winding up facing off against the Batman. Three times now he's faced off against him, and all three times he managed to best him--not in combat, but in fleeing without a trace. Blake and Damian don't know anything about him other than his code name and his hit count, but Damian's working on it.
Firefly: Garfield Lynns
A petty arsonist, Garfield Lynns saw money to be made with the repeal of the Dent act and the re-emergence of Gotham's organized crime. He became an arsonist for hire and made a damn good living working exclusively for the Falcone family, gaining the nickname "firefly" after his original nickname "the fire bug" bothered him. Everything was good for Lynns until the Batman showed up and put him away. The Falcones hired a good lawyer for him, and he's due to be released within the month. Blake's already starting to make plans to deal with him when he gets out.
Harley Quinn: Harleen Quinzel
Psychiatrist Harleen Quinzell became obsessed with the villain the Joker afrer his reign of terror. She tried for years to subdue the feelings through therapy, but when the Joker died in Arkham, all bets were off. She took up the name Harley Quinn and adopted a manner of dress similar to his. Every bit as crazy and dangerous as her predecessor, Harley chooses to operate small scale as to not end up like her mentor. Her methods involve proving the Joker's theories to be true and forcing people to both choose as well as die. Damian hates her because of how well she hides her tracks. They can never predict her actions, and are always forced to react whenever she chooses to emerge once more.
Pamela Isley
Botanist Pamela Isley saw green when Gotham City seemed to produce an alarming number of crazies. She began to align herself with them, supplying them with whatever extracts or poisons or plant bits they may need for their ridiculous plans. Her cut is steep, but she's made it ridiculously hard to find what they may need from other suppliers, and the crazies have learned not to mess with her. She's quite a formidable force on her own, and possesses a poisonous kiss of her own concoction. Blake keeps tabs on her, but can't pin her for anything.
The Scarecrow is also still around, bothering Batman from time to time.
